Abstract
The Portland City Council last night voted 7-2 in favor of adopting a plan that creates a 19-member committee charged with determining the appropriateness of sites selected for group homes and transitional housing. Councilors Charles W. Harlow and Peter E. O'Donnell voted against the plan, saying the city should not limit where certain people should be able to live in the city. Details, related article.
