Abstract

State harness racing officials yesterday started an investigation of Scarborough Downs owner Joe Ricci because of an obscenity-laden speech Ricci made Wednesday night over the public address system at the racetrack. Ricci, who frequently makes announcements over the public address system, directed his comments at state employee J. Michael Lynch, who enforces harness racing rules. Details.
