Abstract

Tax increment financing, which is used to subsidize business expansion, has been in Maine since 1985, and since then an average of three TIF plans a year have been approved. Over the years the state Legislature has gradually loosened the laws governing TIFs, the last time in 1993, and in the first three months of 1994 six new TIFs have been approved. In Portland, recent applications for TIFs have come from Nichols Portland and Unum Corp. Details.
