Abstract

John Grande, who recently left his position as town planner in Gorham for a similar position in Gloucester, Mass., says that the planning process in Gorham is hindered by the fact that the town council appoints the Planning Board, resulting in each new election bringing new faces and new priorities. Grande faced a number of important planning issues while he worked in Gorham, and saw the natural government process as interfering with long-term planning and individual planning issues. Details.
