Abstract

In 1983, the Rockland City Council voted 4-1 in favor of an ordinance banning dogs from Main Street, a response to the intimidating actions and scattered droppings of a number of Doberman pinschers. Jean Chalmers, a lawyer and former councilor who cast the lone dissenting vote on the ordinance, has asked the council to grant exemptions to the no-dog rule for well-behaved canines.
