Abstract
A Kennebec County Superior Court judge ruled last month that the state cannot deny applications to two out-of-state companies to operate methadone clinics while the state Office of Substance Abuse develops regulations to govern methadone use in Maine. Habit Management Inc. of Boston and the Center for Behavioral Health Inc. of Rhode Island applied to the state more than a year ago to open clinics in South Portland, but their applications were denied in order to give regulators time to develop new rules.
