The Portland Planning Board yesterday voted unanimously to approve plans by Barbara E. Hathaway to open a nine-room bed-and-breakfast at 163 Danforth Street. The approval process for the conversion of the Federal-style mansion, formerly the rectory for St. Dominic's Church, took five months of debate before three city boards and commissions. Details.
