Abstract

Portland city workers, responding to requests from Monument Square business owners, moved the benches that used to sit in front of the businesses to the Congress Street edge of the square. Business owners have complained about the behavior of loitering teenagers, saying they intimidate customers and are bad for business. Owners last year installed loudspeakers that pipe classical music into the square, but that failed to deter the teens from hanging out. Details.
