Abstract

The U.S. Senate this week will consider legislation that would ban the use of permanent replacement workers in strike situations. Part of the impetus for the legislation was the bitter strike at the International Paper Co. mill in Jay in 1987 and 1988, which resulted in nearly 1,200 union members losing their jobs to replacement workers. Unions have become increasingly reluctant to strike, leading to a shift in the balance of power between management and labor and a decline in union membership and influence. Details.
