Another in a series of articles profiling the Republican candidates for the 1st District congressional seat. Theodore T. Rand, 64, of Portland, a lobsterman and former Portland city councilor, supports mandatory military service for young Americans, a presidential line-item veto, a balanced budget amendment and term limits for members of Congress, and opposes gay-rights legislation, President Clinton's health-care reforms and delaying the next round of military base closings.
