Abstract

At the request of the Maine-New Hampshire congressional delegation, the Government Accounting Office has prepared a report examining the bidding process used by the Navy in awarding contracts. The report finds that the processs gives private yards a decided advantage over public yards like the Portsmouth Naval Shipyard. The report does not, however, recommend that the Navy change the system which critics say has unfairly caused the Portsmouth yard to lose several recent contracts.
