Abstract
Maine's new automobile emmissions testing program begins in July, at which time some 30,000 car owners will have to have their vehicles pass the test before the cars can be registered again. The federal Environmental Protection Agency, using data from other states, expects up to 20 percent of Maine cars to fail the test, with maintenance to bring the failed vehicles into compliance costing an average of $100. The testing of 600,000 vehicles in seven Maine counties will be phased in over the next two years, and should reduce harmful smog by 17 percent, or 116 tons a day. Details.
