Abstract

Although Windham adopted a town council-town manager form of government nearly twenty years ago, it also retained the annual town meeting that allows local citizens to lower town budgets but not to increase them. This year, the town budget is likely to be the focus of attention. Some residents are upset by the school committee's decision to lease a temporary addition to the high school. They believe the $700,000 cost could have been cut in half by purchasing temporary buildings. Details.
