Abstract

Maine next month will institute the CarTest auto emissions program, which will require the testing of 600,000 vehicles in seven Maine counties over the next two years. Some 3,500 Mainers have signed petitions asking the Legislature to reconvene and delay the program, contending that it will be a burden on the working class. State officials say the program, the most comprehensive in the nation, is necessary to limit air pollution and comply with federal clean air laws. Details.
