Abstract

The Federal Bureau of Investigation has cleared two Portland police officers of criminal charges in connection with an incident outside The Cage on Wharf Street on March 20. Officers James Sweatt and Gary Hutchinson used pepper spray to subdue Joseph Bernatche when he resisted arrest. John Brier, owner of the Old Port establishment, alleges that the incident stems from a vendetta that police chief Michael Chitwood has against the club. Details.
