Abstract

Kennebec County Superior Court justice Bruce Chandler yesterday heard testimony from Dr. Michael DeSisto, former director of the Maine Bureau of Mental Health, who said the state's new practice of using federal Medicaid funds instead of state funds to provide treatment and services to the mentally ill is dangerous because the federal money is intended for temporary use. DeSisto was the first witness in the case brought by 3,000 present and former patients, who are trying to force the state to live up to the terms of the Augusta Mental Health Institute consent decree.
