Abstract
Tom Ward, former patient advocate at the Augusta Mental Health Institute, says that the recent proposed settlement between the city of Portland and the state of Maine concerning the provision of mental-health services repesents a hollow victory because sufficient funds have not been allocated to provide the needed services. Ward calls for an expansion of the office empowered to monitor the implementation of all provisions.
