Abstract
Jim Brunelle piece on Mark Finks, who in 1982 went to court to argue that voters in Manchester, where he lived at the time, violated the U.S. Constitution when they supported a nuclear arms freeze resolution at town meeting. Finks is now challenging the candidacy of Republican Susan Collins for governor based on the residency requirements outlined in the Maine Constitution.
