Abstract

Using Tax Increment Financing, Portland officials want to give Unum a $10 million tax incentive over a 15 year period to help the company build a new office building in its Outer Congress Street complex. The $10 million figure represents a compromise with the company, which had originally requested a $16.6 million tax break over 20 years. The city council's community development committee will consider the arrangement on Monday. With a description of expensive site improvements that must be made.
