Abstract

A state judge last week issued an injunction barring the Penobscot Nursing Home in Penobscot from discharging Nettie Douglass, 93, and Elizabeth Plant, 90. The two women paid their own way at the nursing home until their money ran out, and both were found to be ineligible for Medicaid. Newly tightened state Medicaid reimbursement rules designed to shift more nursing-home patients to less costly types of care are drawing criticism from some observers, who charge the rules are yet another gimmick to balance the state budget.
