Abstract

A group called Citizens for Sensible Emissions Laws is circulating petitions to force a statewide referendum on the state's controversial auto emissions testing program. The effort is causing state officials great concern. The testing program is required in order to bring the state into compliance with the federal Clean Air Act. Failure to comply will cause the federal government to take actions which would include cutting off federal highway funds, tightening of industrial air pollution standards, and imposing its own pollution control program that would include auto emissions testing.
