Abstract

Interest is growing in Maine in an alternative method of wetland protection called mitigation banking, under which the state would survey its major wetlands and identify the environmental benefits they offer and the threats they face. Each of the state's six major watersheds would operate a mitigation bank, and development within each watershed would have to financially compensate the bank for the degradation caused by the development.
