Abstract

The state's new automobile emissions testing program, CarTest, debuted last month, but other states have been operating different sorts of emissions testing programs since the early 1980s. Most of the established tests targeted carbon monoxide, a byproduct of incomplete fuel combustion, almost entirely from motor vehicles. Washington state, prodded by the Clean Air Act and its 1977 amendments, instituted a testing program that covered around 1 million vehicles registered in Seattle, and within eight years carbon monoxide levels in the city had dropped significantly. Since 1991, the city has not exceeded the federal carbon monoxide standard at all. Details.
