Profile of Mark Lapping, 48, the University of Southern Maine's new vice president for academic affairs. Lapping, described as jovial and inquisitive, comes to the university at a salary of $95,000 from Rutgers University in New Jersey, where he was founding dean and professor at the Blustein School of Planning and Public Policy.
