Abstract

Tim Walsh, Westbrook's director of school transportation, yesterday said that school officials knew of Cheryl Lowell's 1981 license suspension for drunken driving, but he was powerless to do anything because of her good driving record since being hired four years ago. Lowell, 41, of Gorham, has been charged with aggravated operating under the influence of drugs for an incident Wednesday afternoon, during which she drove a busload of first- and second-graders through the city.
