"Close-up" interview with Joseph M. Koch III, 41, president and chief operating officer of Dragon Products Co. of Portland. The company has been losing money since the recession stopped new construction during the late 1980s, and employment has declined from a high of 350 to 260 today. The consortium of Spanish cement companies that owns Dragon is preparing to make a major investment in the company.
