Abstract

Shannon Verrill, 16, of Windham, is a typical high school junior, except for the fact that she has a 7-month-old daughter, Amber Lynne. Problems with day care for her daughter while she attends high school have prompted Verrill to ask the town of Windham for assistance, and the school board recently voted 4-2 to seek outside funding for child care. The request raises questions about the extent to which young parents and their families should be responsible for day care. Details.
