Abby Zimet piece on the Foster Grandparent Program, which began as part of Lyndon Johnson's War on Poverty. John Curtis, 74, of Portland, is a foster grandparent, and today will celebrate Grandparent's Day with the approximately 60 million other grandparents in the country.
