Abstract

Independent Jonathan Carter is the only one of Maine's gubernatorial candidates who would fully fund the Augusta Mental Health Institute consent decree. Carter this week said the state has a moral and legal obligation to increase community services, even if it means an increase in taxes to fund the measures. The other three candidates said or hinted that the state probably cannot afford to comply with the decree. Superior Court justice Bruce W. Chandler on September 7 ruled that the state is now in contempt and must expand services to the mentally ill soon. Details.
