Abstract

The town of Sanford has settled a lawsuit with Roland Jackson, 56, of Sanford, a disabled person who was mistakenly charged with operating under the influence in July 1992. The settlement came after Monday's ruling by District Court Judge D. Brock Hornby, who said that the federal Americans With Disabilities Act applies to police conduct in arresting disabled individuals. The lawsuit contended that Sanford police should have known that Jackson was not intoxicated because he told them that he had suffered a stroke that left him with partial paralysis and a speech impediment.
