Abstract

Joseph Ricci, owner of Scarborough Downs race track, has proposed reopening J. R. Flanagan's restaurant on Brown Street in Portland and running an off-track betting parlor in the facility. The president of the Portland Pirates and a number of high-profile businesspeople have come out in opposition to the plan, and the Portland City Council doesn't expect to decide on the issue until December. Some observers are concerned that a parlor would attract unwelcome behavior, but gaming regulators in other parts of the country say parlors don't attract crime or cause other problems. Details.
