Abstract

The city of Portland since 1990 has vacuumed leaves from in front of residences, but the program is ending because of the expense and a problem with leaves collecting in storm drains. City residents will now have to bag leaves to be picked up by rubbish trucks. The new collection system should save the city money, and if it runs smoothly the city will sell the leaf collectors next year.
