Abstract
The town of Windham has settled with Joseph Green, 28, of Windham, for $75,000. The agreement comes after Thursday's decision by a U.S. District Court jury that Green's civil rights were violated in March 1992 when he crashed into a police roadblock while fleeing police. Green maintained that police set up a full roadblock without room for escape, and U.S. District Court Judge D. Brock Hornby said use of a full roadblock would constitute deadly force.
