Abstract

The McKernan administration's budget proposal calls for the closure of pre-release centers in Windham and Bangor to save nearly $2 million, a move opposed by many because the centers help inmates make the often-difficult transition from prison to civilian life. Critics also contend that closing the centers would cram inmates into overcrowded prisons that have higher housing costs. Details.
