Abstract
In a report for the state Supreme Court, Attorney General Michael said that constitutionality set terms of office can be altered only by amending the constitution, but that Maine does not permit the amending of it constitution by initiative. Carpenter's views is challenged by a group that collected about 90,000 petition signatures supporting term limits.
