Abstract

A battle over state energy policy is under way as the Legislature considers several controversial energy issues and Gov. McKernan prepares to nominate a new Public Utilities Commission chairman. One bill being considered would couple energy efficiency with energy conservation as goals in rethinking policy, with an eye toward spurring electric consumption.
