Abstract

Stephen Shea, a state trooper assigned to the Maine Drug Enforcement Agency, shot Carl E. Himes, 37, of Biddeford, when he tried to arrest Hines on a warrant for cocaine trafficking. The shooting occurred in the parking lot of a Main Street garage in Sanford.
