Abstract

Portland city officials met with Gary Dow of the 1st Maine Heavy Artillery Regiment, who had advocated removing a time capsule from beneath the Soldiers and Sailors Monument in Monument Square. Both parties agreed that the effort to remove the box would be too costly and could risk damage to the Civil War monument.
