Abstract

The Maine Human Rights Commission ruled yesterday that the Maine Air National Guard had discriminated against Leroy M. Carleton by lifting his security clearance in June 1990, after he accused a superior of using guard aircraft for personal purposes. The Air Force contends that the state lacks jurisdiction in the matter.
