Abstract

Union officials claim the state has received health insurance rebates of about $2.9 million which could be used to offset a $3.2 million shortfall in the state's health insurance program for employees. The McKernan administration is accused of trying to hide the rebates, cut benefits, and use the rebates to balance the budget.
