Abstract

The South Portland Board of Education has adopted tough guidelines for handling complaints about school personnel, in part prompted by the case of a Mahoney Middle School teacher who was allowed to continue teaching after parents had complained that he was acting improperly toward a female student. Joseph D. Emmons, 48, of Biddeford, continued to teach at the school for months before he was charged with molesting a 12-year-old girl.
