Abstract
A new law taking effect Thursday and affecting companies with fewer than 25 employees and the self-employed requires all insurance carriers to provide coverage to any employer who applies. The law should affect "skimming," by which commercial carriers cover the most profitable clients and leave high-risk groups for non-profit Blue Cross to insure. Details.
