Dr. Dorothy Dean Moore, 61, of Yarmouth, has been appointed to serve on the National Commission on Independent Higher Education, which was created in 1992 to review the impact of federal and state legislation on the nation's independent colleges and universities. Moore is a professor and former dean of the College of Education at the University of Southern Maine.
