Abstract

Normand Goupil, 38, of Portland, routinely photographs illegally parked official cars in the Portland area. Goupil was ticketed and towed in March, contested the towing charge and was refunded his money, and ever since has been on a one-man traffic detail to make sure government officials obey the laws like everyone else.
