Abstract
The Peer Leader Program, a non-profit substance-abuse prevention group in Portland, received $36,620 in federal and local grants last October to take a "No Use" program to the city's housing projects. A dozen select Portland teenagers have used part of the money to produce a video on substance abuse that will air on a local public access channel later this month.
