Abstract

Scarborough Town Manager Carl Betterley defended his decision not to close town beaches after a sewage line ruptured and discharged sewage into Libby River, which empties into a harbor near the beaches. Betterley said that water tests showed that the beaches were fit for swimming, even though a state Department of Environmental Protection official recommended that they be closed. Details.
