Abstract
A 1989 court settlement required a reduction in the number of beds at the Augusta Mental Health Institute and funding of community mental-health services, but a constitutional separation of powers prevents the judiciary from ordering the legislative branch to appropriate money. The budget passed recently by the Legislature doesn't contain the funding necessary to implement the court settlement, and advocates for the mentally ill say there is little they can do to force compliance with the decree.
