Abstract

The Navy has given U.S. represenative Bill Zeliff of New Hampshire a commitment to investigate whether Navy bidding regulations favor private over public yards. The decision arises from a complaint that Electric Boat in Groton, Conn., was awarded a contract for work on two Los Angeles-class submarines even though its bid was $3 million higher than that submitted by the Portsmouth Naval Shipyard in Kittery.
