Abstract

Biddeford Fire Department officials say that last week's fatal fire which claimed the life of 2-year-old Ashley Alvarez of Massachusetts went unnoticed for some time because of the structural design of the building. The Elm Street apartment building, owned by Liberty Ventures of Stratham, N.H., appeared to meet building codes and had functioning fire detectors. Details.
