Abstract

Long, detailed article about plans of the Public Utilities Commission to allow telephone users to decide what their basic service areas should be. One plan would make a community part of the basic service area if more than half the customers in one community make more than six calls a month to another community. Under a second plan, customers could add new communities up to 20 miles away to their basic service while shedding communities they can now call toll-free but seldom do.
